MSLRA portability registration
You ask DRE to register a comparable out-of-state license for California practice during qualifying military orders. This path is for an active-duty servicemember or spouse who already holds and recently used the out-of-state license. DRE must approve the registration before you practice under it.

Path 1: expedited processing for a California license
Expedited processing moves an eligible application through DRE's military assistance channel. It does not turn an incomplete application into an approvable one, waive the salesperson exam, or convert another state's license into a California license.
A veteran seeking this treatment must show honorable discharge. DRE accepts a copy of DD Form 214, NGB Form 22, or another honorable-discharge certificate and warns applicants not to send originals. An active-duty applicant may submit a copy of current military ID or current orders.
For a spouse, domestic partner, or person in another legal union, DRE asks for evidence of the relationship and official orders assigning the active-duty member to a California duty station. California Business and Professions Code section 10151.2 describes the statutory spouse expedite for an applicant who also holds a current license in another US jurisdiction. A spouse without that license should ask DRE's Military Section to confirm how the expedite policy applies before filing.
Expedited does not mean guaranteed by a certain date
DRE does not promise a universal number of days. Missing education, an incomplete form, unreadable fingerprints, background review, and exam scheduling can still control the calendar. Expedite means prioritized processing of an eligible submission, not automatic approval.

File online through eLicensing and upload the military evidence with the application, or use the mailing instructions on DRE's Military Assistance page. Mailed expedite packets go to the Military Section rather than the ordinary examination mailing unit, so copy the current DRE address exactly.

The Military Spouse Licensing Relief Act is part of the federal Servicemembers Civil Relief Act. California implemented the portability process through Business and Professions Code section 115.10 and DRE regulations 2759.1 through 2759.8. Despite the familiar short name, the DRE route can cover both an active-duty servicemember and the servicemember's spouse.
Portability does not issue an ordinary California real estate license. DRE reviews the application, decides whether the out-of-state license has a similar California scope, and issues a registration number if the requirements are met. Use that registration number where California rules call for a license number.
The seven-part MSLRA eligibility test

Holding a license is not the same as actively using it
The rule requires an attestation, under penalty of perjury, that you actively used the out-of-state real estate license during the two years immediately before the military relocation. An inactive credential kept only for renewal does not establish that fact.
What the online MSLRA registration asks for
Identity and contact details
Legal name, SSN or ITIN, a physical California address of record, current email, and phone number.
Military relocation evidence
A digital copy of the Permanent Change of Station order or equivalent permanent-location-change order to a California duty station.
License verification
Current license type, number, expiration date, and written or online-system verification of good standing from every relevant jurisdiction.
California broker information
For a salesperson-level registration, the name and California license number of the responsible broker who will supervise the activity.
A spouse also supplies evidence of the marriage, domestic partnership, or other legal union. DRE's regulations require electronic registration through myDRE. Do not begin California licensed activity merely because the federal eligibility test appears to fit. Wait for DRE's approved registration and, for a salesperson, the broker affiliation.

The MSLRA duties that begin after approval
Keep the originating license active
Maintain every qualifying out-of-state license in good standing and report renewal evidence through myDRE within 30 days.
Follow California rules
DRE standards of practice, discipline, public-record rules, and continuing education apply to the registrant.
Report eligibility changes
Notify DRE within 30 days of specified order, service, relationship, criminal-case, conviction, discipline, contact, and broker changes.
DRE issues registration on a four-year cycle, but it can expire sooner if the military orders move outside California, the servicemember separates, the qualifying relationship ends, or the out-of-state license is not maintained. A registrant may ask DRE for a 90-day extension for good cause in circumstances identified by regulation.
DRE publishes the registrant's name, registration number, address of record, broker affiliation, originating license, and discipline information. Choose the physical California address of record with that public visibility in mind.

Calling expedited processing a waiver
A prioritized California application still has to satisfy the ordinary salesperson license requirements.
Calling MSLRA ordinary reciprocity
Portability rests on military relocation, recent active use, good standing, similar scope, and DRE registration. It is not open to every out-of-state licensee.
Starting work before registration
Eligibility is not the same as DRE approval. Wait for the registration number and required broker affiliation.
Assuming an out-of-state broker can supervise
A salesperson registrant needs a responsible broker holding a California broker or corporation license.
Forgetting another active license
Good-standing verification is required for every jurisdiction that issued a similar active license, not only the favorite or most recent one.
Treating a four-year term as unconditional
Orders, service, relationship, license status, and DRE discipline can end registration before the stated date.
